You can't just upgrade Sonic's and Tails' weapons at the same time as they can be upgraded separately by having to pay with a large number of rings. For instance, upgrading a flamethrower to one that shoots a fireball projectile costs like a whopping 500 rings.

The upgrades on Sonic's and Tails' flamethrowers can be annoying to obtain.

Speaking of his motivations, would he even count as a villain just for causing trouble for no reason? He's also incompetent and stupid in this game to the point of not being funny. The game never mentions why he planted a lot of mushrooms in the first place. Robotnik became a generic "I want to take over the world because I'm evil" villain. When Tails expresses other expressions like happy or sad, he not only sounds weird as mentioned earlier, but he becomes this idiot who tries too hard to be hip with the younger crowd including his slang. The first one would be him feeling like a plot device who states the obvious to Sonic every time he's neutral.

Tails suffers from two flanderizations.

Sometimes it can lead you to cheap death. Sonic's jump feels delayed at certain moments, Sonic's speed is slippery. The enemies keep respawning and they are too many of them. Not only that, but it feels like a clone of those generic shooters that copy off Galaga or Gradius. The segment is basically him flying and avoiding obstacles.

Tails' segment is the most annoying segment.

Both the Mushroom Massacre segment and the platforming segment won't let Sonic turn around which is unacceptable for a platforming game at its time.

Sure, it does capture the spirit of the Sonic 2D platforming games, but this game here just feels like a downgrade. Sonic's speed is back there, but his speed is so insane that he can be harder to control when sprinting.

The platforming classic segment is not any better.

Ironic since Sonic IS SUPPOSED TO BE THE FASTEST THING ALIVE. Not only that, but Sonic in this segment moves so slow. In the Mushroom Massacre segment, it's only Sonic just having to ignite all of the mushrooms that block his path.

To be fair, Shrek came out after this game. Not only that, but his happy voice sounds like a deeper version of Donkey from Shrek which also doesn't fit Tails well. Tails' voice is also inconsistent because his normal voice is deep but in some cases, he has his voice becoming drastically different. Tails sounds too deep to be Tails when he's supposed to be a child. Tails' voice is the biggest offender compared to Sonic as it doesn't fit Tails well.It sounds like the voice actor for Sonic didn't want to be in this game. Sonic's voice while it does fit Sonic well, it feels barely lively. Another issue is that the cutscenes come off as cheesy and weird with its dialogue like when Sonic said "This chili dog is just so chili, I got to warm it up" or when Tails said "Ok shroomer".Even Hanna Barbera did a good job with their cartoons they made in the past like The Flintstones, Scooby-Doo, Yogi Bear, Johnny Quest, The Jetsons, etc.

Since Hanna Barbera contributed to the project, it's literally Hanna Barbera at its worst. The colors look sick and the character animation looks laughable. It looks like a generic low budget version of a Hanna Barbera cartoon. The cutscenes in the game are incredibly low quality.One of the game's creators is Hanna Barbera which is not even a video game company in the first place.Tails suggests that he is the only one who can save the world from those mushrooms. Sonic and Tails notice mushrooms are growing in Sonic's world which happens to be hazardous to the environment.
